It is not possible to delete a character but you can purchase a new character slot got 2499 Funds.

Additional info: If this character is bugged in a way that you are not able to play him, then you will need to contact support, as ironsiolder123 mentioned to you earlier.

it depends if he can or can't use his hero, he doesn't explain any issue with it here

Contact Billing Support as ironsiolder123 suggested above.
Choose billing support, then choose "I Have another billing issue"
Explain your problem there.
