It only removed the 1 hit kill from full hp (or something like that). But you can still shoot the target a few times, BS and take off most or all hp anyway. So it was barely a nerf.

As said above, the nerf was only to stop soldiers from 1 hit killing people.

The 2nd line of code forces the maximum damage to be 75% of [blank] (most probably 75% of targets Health so 80/110/150 ---> 60/82(.5)/112

First line of code, no idea what means lol (translates to in game terms).
First thinking is along the lines of stopping 1 hit kills, so maybe it stops a double BS? (stopping the second blast from affecting the ttarget?)
