Quite simple really, and it shouldn't be too terribly difficult to implement either:

Many places utilize sub-forums within a major forum to better organize threads and weave a more clear fabric of material, so to speak and pardon the pun.

This may look something like this (with a short description of the different categories which *should* be self-explanatory):

Suggestions
Please give us your good ideas (NOT for bugs!)
Sub-Forums/Folders:
Please use these sub-forums to categorize your suggestions.
[Classes]
All suggestions relating to classes belong here.
[Features]
All suggestions relating to features belong here.
[Factions]
All suggestions relating to factions belong here.
[Items&Clothing]
All suggestions relating to items and clothing belong here.
[Maps]
All suggestions relating to maps belong here.
[Missions]
All suggestions relating to missions belong here.
[Vehicles]
All suggestions relating to vehicles belong here.
[Weapons]
All suggestions relating to weapons belong here.
[Other]
All suggestions relating to none of the other categories belong here.

Such an implementation would help cut down on redundancies because threads of a similar nature will be placed in the same folder as the rest (E.G. we won't have quite so many of the same class suggestions [Ranger, Spy, etcetera]). This implementation is very non-labor-intensive, should just require that the webmaster(s) set up new sub-forums.

PLEASE NOTE:
I understand the implications of doing this, it means that the current threads in the forums would have to be re-placed in the future which *would* be a labor-intensive process; however, the rewards of having a well organized system by which to view individual suggestions are well worth it. This might even aid the developers more so that they can go into individual sub-folders and view the particular types of subjects people are most interested in.

No, because "signs" is just "signs." Signature is a sign of approval and a seal on a contract. When you "sign" a petition, you place your seal of approval or swear your oath to uphold it with your signature. Signing something like this *is* just like signing a contract.
