no, the ingame store lets you buy widgets, an in-game ability change would not be balanced, you could change from elixer to piercing shot when sniping and from bb to bs when you see tank, no ability changes

I tried logging in on battlefield heroes PTE and it didnt take my email and password. I was wondering if this means the PTE is offline or there may be a bug?

No, PTE is ok, I think. You need to create a NEW account. Not log on with old one.
