Before the summer. There's no workaround it no matter how you look at it. If he specified 'before the summer of 2050' then it would work. But since no year was noted, then it automatically confirms it for the upcoming one, since you don't skip summers.

Meta game is basically playing for territory and 'world domination'. Rather than playing the usual rounds and winning / losing. You are now being given a meaning as your victory or defeat will impact a larger war, rather than a battle. When you win, you gain territory and if you lose, the enemy gains that territory. Both factions constantly fighting to become the stronger one and gain as much territory as possible from the world map.

While the team that manages to win at the end of a 'round' (which can be a week, month and so on) will be rewarded.
That's the basic concept of it from back then, but expect it to have more features now.
