I have doubts.
This would crush tactical advantages. Imagine you as level 20 Soldier running over the map, advancing towards a Commando. Would he be level 10, he would be much easier to finish off because his abilities are limited. 30, he would be harder, and he would probably uses (more)(powerful) troop traps. Furthermore, like said before, rank indicator would be 'better', as it gives you an indication on how skillful a player can be. Though, both will not tell you how skillful a player is. I have a level 25 hero but when I would play on my own all the time, my KDR would suck more. So... KDR indicator anyone?  But...: if anyone could politely tell me some more arguments that tell how great the idea is (could be), I may very well change my mind.
